1. Name

The Union shall be called the WORLD UNION OF JEWISH STUDENTS, hereinafter referred to as the 'Union'.

2. Definitions

WUJS Headquarters: The headquarters of the Union shall be based in Jerusalem, Israel.

World Executive: The World Executive, hereinafter referred to as the 'Executive', shall consist of the Chairperson and the Comptroller of the Union, Primary Executive Members and General Executive Members.

Primary Executive Members: The Primary Executive Members shall comprise of the Chairperson and the designated representative of each Continental Union.

General Executive Members: The General Executive Members shall comprise of the designated representative of each national member organization which has been granted General Executive Status by the Primary Executive Members.

Steering Committee: The body appointed by the Executive to arrange and supervise the affairs of Congress as required by this constitution.

Officer: Officers of the Union include the Chairperson, Comptroller, Administrative Director, Bookkeeper, Project Officers and any other position approved by Congress.

 



 

3. Aims

The aim of The World Union of Jewish Students is to foster the unity of Jewish students worldwide and to strive to ensure their participation in the fulfilment of the aspirations of the Jewish people, its continuity, and the development of its religious, spiritual, cultural and social heritage. To that end, it seeks:

3.1 To unite Jewish students worldwide.

3.2 To facilitate the exchange of ideas and information between its members and, where appropriate, to coordinate their activities.

3.3 To represent and act on behalf of its members before international authorities with respect to matters which concern Jewish students as a whole.

3.4 To assist members and to encourage the formation of Jewish student organizations wherever there are Jewish students.

3.5 To promote Zionism, strengthen the ties of Jewish students worldwide with the State of Israel as the central creative factor in Jewish life, and to pursue this through the encouragement of Aliya, strengthening the State of Israel and increasing the ties between the Jewish communities in Israel and the Diaspora.

3.6 To strengthen the ties of solidarity among Jewish students by encouraging and assisting the creative development of young Jews in all spheres of Jewish life.

3.7 To strengthen the relationship between the local Jewish student union and the Jewish community in which it resides.

3.8 To encourage Jewish learning and to promote the study of Jewish culture generally and the knowledge of the Hebrew language and literature in particular.

3.9 To educate Jewish students about the problems of Jewish survival in the Diaspora and to secure the rights, status, and interests of Jews and Jewish communities and to defend them wherever they are; to fight against racism, Antisemitism, Holocaust denial and revisionism, and to fight for Jewish continuity.

3.10 To do all others things which may be incidental to, or conducive to the attainment of the above aims.

 



 

4. Structure

4.1 The Union is comprised of continental unions, based on five presently existing worldwide regions, which are recognized within the structure of the Union as the following:
Australasia: The Australasian Union of Jewish Students (AUJS).
Europe: The European Union of Jewish Students (EUJS).
Israel: The National Union of Israeli Students (NUIS).
Latin America: Federacion Universitaria Sionista Latinoamericana (FUSLA).
South Africa: The South African Union of Jewish Students (SAUJS).

4.2 Each continental union is made up of national member organizations that reside within its geographical jurisdiction. The continental union shall represent and act on behalf of its member organizations, and also represent them at all WUJS Executive meetings.

4.3 The membership of each of the Continental Unions referred to above is detailed in Appendix A to this Constitution. Appendix A shall be subject to amendment in accordance with the constitutional requirements of the continental unions and shall be updated each Congress.

 



 

5. Membership

5.1 Ordinary Member Organizations

5.1.1 Independent Jewish student unions or organizations whose aims are compatible with those of the Union shall be entitled to become ordinary member organizations.

5.1.2 A list of ordinary member organizations is detailed in Appendix B to this constitution. Appendix B shall be subject to amendment in accordance with sections 5.1 and 7.1 below and shall be updated at each congress.

5.2 National Member Organizations

5.2.1 In every country in which there are Jewish Students, the Union shall endeavour to ensure that there is an effective national member organization.

5.2.2 The national representative Jewish Student Union in each country shall be approved by the Union as the national member organization in that country. There shall be only one national member organization in each country at any one time, unless stipulated otherwise by the WUJS Congress in accordance with sections 6.2 and 6.4 below.

5.2.3 In order to qualify as a national member organization, the National Jewish Student Union, as referred to in section 5.2.2 above, must satisfy the Union that it is wholly independent and democratic and has established a constitutional framework consistent with the Aims of the Union.

5.2.4 A list of National Member Organizations is detailed in Appendix C to this Constitution. Appendix C shall be subject to amendment in accordance with sections 6.2, 7.1 and 7.2 below and shall be updated at each Congress.

5.3 Individual Membership

5.3.1 Is automatically extended to all members of ordinary member organizations and national member organizations.

5.3.2 Is open to all students who share the Aims of the Union.

5.4 Honorary Membership

This may be granted, by resolution of Congress, to Individuals who have distinguished themselves, in Jewish student affairs or in the broader Jewish context.

 



 

6. Admissions

6.1 Ordinary Member Organizations

6.1.1 Application to be recognized as an Ordinary Member Organization shall be made in writing to the chairperson of the Union, accompanied by the constitution or aims of the applicant organization.

6.1.2 The Executive shall decide on the application at the first opportunity in accordance with the criteria established in section 5.1 above.

6.1.3 In the event that an application is accepted by majority of the Executive, the ordinary member organization shall receive provisional membership status until such time as its application is ratified or rejected by Congress in accordance with section 6.4 below.

6.2 National Member Organizations

6.2.1 Application to be recognized as a national member organization shall be made in writing to the Chairperson of the Union accompanied by the constitution and aims of the applicant.

6.2.2 The Executive shall decide on the application at the first opportunity in accordance with the criteria established in section 5.2 above.

6.2.3 In the event that an application is accepted by a 2/3 majority of the Primary Members of the Executive, the National Member Organization shall receive provisional membership status until such time as its application is ratified or rejected by Congress in accordance with section 6.4 below,

6.3 Continental Unions

6.3.1 In the event that a National Member Organization is not represented by a Continental Union, as. defined In section 4 above, then such a National Member Organization can apply to the Executive to create an additional Continental Union, provided that:

6.3.1.1 There are at least two National Member Organizations willing to form the Continental Union.

6.3.1.2 There is a real and long term need for the creation of a new Continental Union.

6.3.2 The Executive shall decide on the application at the first opportunity. Approval of a new Continental Union by the Executive shall be by unanimous decision, provided that if an Executive member has a direct interest in the decision, It shall not participate in the vote.

6.3.3 In the event that a new Continental Union is approved by the Executive in accordance with section 6.3.2 above, the decision shall be provisional until such time as the application is ratified or rejected by Congress.

6.4 Approval by Congress

6.4.1 The decision of the Executive, whether to approve or reject an application in accordance with sections 6.1, 6.2, and 6.3 (and 5.2.2 as the case may be) above, shall be subject to confirmation by the Congress.

6.4.2 The Applicant organization shall be entitled to address the Congress on its application.

6.4.3 Any interested party which claims its rights shall be adversely affected or prejudiced by the decision of the Congress shall be entitled to address the Congress, subject to approval of the Steering Committee.

6.5 Individual Members

Individual students may apply in writing to the Chairperson of the Union for individual membership. Any such application shall be referred to the Executive at its next meeting, and the decision of the Executive shall be final and binding on the Union.

6.6 Honorary Members

Honorary Members shall be approved by a simple majority of Congress upon nomination by the Executive, a National Member Organization, or an Ordinary Member Organization.

 

7. Removal, replacement or resignation of a member organisation

7.1 Suspension of Membership

7.1.1 An application by any Continental Union, National Member Organization or Ordinary Member Organization to suspend an Ordinary Member Organization or National Member Organization shall be made in writing to the Executive and shall include motivations for suspension. The Executive shall decide at the first opportunity if the organization has acted in a manner inconsistent with the Constitution or Aims of the Union, which would lead to its suspension. The application must be approved by a 2/3 majority vote of the Executive, and the Executive must provide detailed reasons for its decision.

7.1.2 The decision of the Executive shall be provisional until the next Congress of the Union.

7.1.3 The suspension will become final if approved by a 2/3 majority at the next Congress.

7.1.4 The Member Organization facing suspension shall have the right to address Congress before any vote.

7.2 Challenge to National Member Organization Status

7.2.1 if an Ordinary Member Organization wishes to challenge the status of a National Member Organization from the same country as the said Ordinary Member Organization, the challenge must be made in writing to the Executive detailing the reasons for the challenge. The Executive shall decide upon the challenge at the first opportunity providing detailed reasons for its decision.

7.2.2 The status of a National Member Organization can only be rejected by the Executive by a 2/3 majority vote.

7.2.3 The decision of the Executive shall be provisional until the next Congress of the Union.

7.2.4 The rejection of National Member Organization status shall become final if ratified by a 2/3 majority at the next Congress.

7.2.5 The National Member Organization whose status is being challenged shall have the right to address Congress before any vote.

7.2.6 In the event that a National Member Organization has its status rejected, it shall be deemed to be an Ordinary Member Organization provided it satisfies section 6.1 above.

7.3 Resignation of membership

7.3.1 Any National Member Organization, Ordinary Member Organization, Associate Member, Individual Member or Honorary Member may resign from the Union.

7.3.2 To resign membership of the Union, an Ordinary Member Organization or National Member Organization, as the case may be, shall send a copy of a resolution to that effect passed by the appropriate forum in writing to the Chairperson of the Union.

7.3.3 To resign membership of the Union, an individual Member or Honorary Member shall send a notification In writing to the Chairperson. The resignation shall become effective when the Chairperson of the Union receives such communication.

 



 

8. Congress

8.1.1 The Congress is the supreme and ultimate authority of the Union.

8.1.2 It shall be convened every two years with at least three months notice to National Member Organizations and Ordinary Member Organizations.

8.1.3 When financial reasons render Congress impossible, the Executive may postpone the next Congress for a period of up to one year, subject to a 2/3 majority vote by the Executive.

8.1.4 A Steering Committee shall be appointed by the Executive to act as an (independent) electoral commission for any election that is to take place at Congress. It shall be responsible for preparing Standing Orders which shall determine the proceedings at Congress vis-a-vis the approval of delegates, and the general administration of the elections.

8.1.5 The Steering Committee shall have no less than 3 members and no more than 8.

8.1.6 The Congress Standing Orders shall be circulated to all Ordinary Member Organizations and Continental Unions at least 60 days prior to the Congress. These Standing Orders shall be valid until ratified by a simple majority of Congress at the beginning of the first plenary session.

8.2 Attendance of Congress

8.2.1 A fixed number of voting Delegate Cards shall be awarded by the Steering Committee to each National Member Organization according to the following key and based upon the most recent available census publication.

8.2.2 Each National Member Organization shall be informed by the Steering Committee of the Union of its delegate entitlement at least 2 months prior to the Congress. In case of dispute regarding delegate entitlements, a statement in writing must be made to the Chairperson, no later than one month before Congress, The matter shall be referred to the Steering Committee, whose decision shall be final. If a dispute arises concerning validity of delegate votes, those votes shall not be exercised when the issue is being determined by the Congress.

8.2.3 If there is no one National Member Organization recognized by the Union in a country, but students from the same country are represented at Congress by more than one Ordinary Member Organization, the Chairperson shall encourage the Ordinary Member Organizations from that country to form a coalition which shall be deemed to be the National Member Organization for the purpose of that Congress subject to approval by the Steering Committee. If attempts to form a coalition of this nature fail, the Steering Committee shall have the discretion to determine if delegate voting cards are to be distributed amongst the said Ordinary Member Organizations. In the event that the said Ordinary Member Organizations of the country shall not be recognized as a National Member Organization for the purposes of Congress, each ordinary member organization shall be entitled to an equal share of the voting delegate cards which would have been awarded to a National Member Organization recognized by the Union in that country in accordance with section 5.2 above, on the basis of the population key in section 8.2.1 above.

8.2.4 Observers

8.2.4.1 Observer status shall be granted to individual Members, Honorary Members and all members of Ordinary Member Organizations and National Member Organizations who are not holders of Delegate Cards.

8.2.4.2 Observers shall not be permitted to vote.

8.2.4.3 Observers will have the right to speak according to Standing Orders.

8.3 Voting

8.3.1 Voting shall be in accordance with Standing Orders provided by the Steering Committee.

8.3.2 Each delegation may hold up to five proxy votes for absent members of that delegation. These proxy votes may be exercised by one or more of the members of the relevant delegation subject to approval of the Steering Committee.

8.3.3 Executive Members may vote either with their delegation or as Members of the Executive, but not both.

8.3.4 The Chairperson has a casting vote but no deliberate vote.

 

9. An Extraordinary Congress

9.1 Can be called by 2/3 majority decision of the Executive.

9.2 Is subject to all relevant regulations applicable to an Ordinary Congress as outlined in section 8 above with the exception that each National Member Organization is entitled to only one-half of its normal Congress.

 



 

10. World Executive

10.1 The Executive shall consist of Primary Executive Members and General Executive Members.

10.2 Primary Executive Members

10.2.1 The Primary Executive Members shall comprise of the Chairperson of the Union and the designated representatives of the Continental Unions as defined in section 4.1 above.

10.2.2 Primary Executive Members have the right to participate in all decisions of the Executive.

10.2.3 Each Primary Executive Member shall have one vote except the Chairperson who shall have only a casting vote.

10.3 General Executive Members

10.3.1 General Executive Members shall include the designated representative of National Member Organizations who by virtue of the scale of their activities have an integral role to play in the fulfilment of the Aims of the Union and development of Union policies and programmes.

10.3.2 General Executive Members shall have one vote in all Executive decisions except for Primary Executive Decisions as defined in section 10.7 below.

10.3.3 General Executive membership shall be awarded to National Member Organizations who submit a written application to the Chairperson of the Union. The application must be approved by a 2/3 majority vote of the Primary Members of the Executive.

10.3.4 General Executive Membership Is limited to a period of two years, upon which it may be extended consecutively for a further two years subject to 2/3 majority approval by the Primary Members of the Executive.

10.4 The Comptroller, as defined in section 13 below, shall be a consulting observer to the Executive.

10.5 The Executive shall conduct the affairs and act on behalf of the Union in accordance with the decisions of the Congress.

10.6 The Executive is the highest authority of the Union in the period between each Congress.

10.7 Primary Executive Decisions shall include, inter alia, all decisions of the Executive concerning the budget, co-optive elections of Chairperson and Comptroller and admission or review of General Executive Members. Should a dispute arise over the definition of a decision, the Comptroller shall be called upon to make a ruling as to whether the decision before the Executive is a Primary Executive Decision.

 

 

11. Electing Officers of the World Union

11.1 The Chairperson and the Comptroller must be elected by the Congress to serve until the next ordinary Congress as specified in sections 12.4 and 13.2 below respectively where they must present written reports of their activities during their term in office. These reports are to be distributed to all National Member Organizations at least 40 days prior to the Congress. It is recommended that the reports also be sent to all Ordinary Member Organizations.

11.2 In any election, an option to abstain shall be included on the ballot paper.

11.3 Election is by simple majority unless there is only one candidate, in which case the candidate must be elected by a 2/3 majority in favour, where-by abstentions shall be deemed as votes against the candidate.

11.4 Where there are more than two candidates, a 51% majority is required for an election. Accordingly, a second ballot of the two candidates scoring the highest percentages will be necessary If 51% or above is not obtained by any one candidate on the first ballot.

11.5 In the event that after the second ballot, or in an election between two candidates only, no one candidate receives 51% of votes received, including abstentions, neither candidate shall be eligible to serve as Chairperson of the Union.

11.6 In the event that no candidate is elected or there are no nominations, the executive shall by 2/3 majority vote, co-opt a Chairperson and/or Comptroller, as the case may be, and the National Member Organizations must be informed immediately of this co-option. This co-option is subject to ratification by a simple majority of National Member Organizations within 60 days. If a National Member Organization fails to respond within the allotted 60 days, it shall be deemed to have consented to the co-option. The co-optees will remain in office for one year, pending reconfirmation by the Executive, which shall be binding until the next Congress.

11.7 Any person whose candidacy has been rejected by Congress may not be co-opted by the Executive.

 



 

12. The Chairperson

12.1 During his or her term in office, the Chairperson shall reside in Israel.

12.2 The Chairperson's duties include:

12.2.1 Chairing all Executive meetings according to Standing Orders passed at the last Congress.

12.2.2 Representing the Union at international functions.

12.2.3 Overseeing all Union projects and officers.

12.2.4 Fundraising.

12.2.5 Generally being accountable to the Executive and Congress for all Union affairs and activities.

12.2.6 Presenting financial and programme reports to the Executive for all Union affairs and activities.

12.2.7 Two months before the beginning of the financial year submitting to the Comptroller an annual detailed budget for that coming financial year.

12.2.8 Co-signing cheques.

12.2.9 All other duties the Executive or Congress sees fit.

12.3 Any of the duties in section 12.2 above may be delegated by the Chairperson for a limited period subject to approval by the Executive provided that the Chairperson specifies the nature of the duties, to whom the duties are to be delegated and the amount of time they are to be delegated.

12.4 It is recommended that after the election of the new Chairperson at Congress, the immediate past Chairperson should continue to work with the Union for an additional two months to facilitate a transitional period in which the new Chairperson shall assume responsibilities.

12.5 The Chairperson shall be entitled to renumeration as approved by the Executive.

 



 

13. The Comptroller

13.1 During his or her term in office, the Comptroller shall reside In Israel.

13.2 The Comptroller shall be elected by the Congress and shall remain in office until the end of the following ordinary Congress.

13.3 The Comptroller shall be an honorary officer and shall receive no remuneration.

13.4 The Comptroller's duties shall include:

13.4.1 Inspecting the financial and economic activities of the Union, its Officers and institutions to ensure they operate according to this Constitution.

13.4.2 Ensuring that resolutions and motions passed by Congress are realized.

13.4.3 Providing a report to the Executive on the budget as submitted by the Chairperson in accordance with section 12.2.7 above no later than one month before the beginning of the financial year.

13.4.4 Presenting a report on duties to the Congress.

13.5 The Chairperson, the Administrative Director, the Project Co-ordinators and any other persons accountable to the Union or its institutions shall provide the Comptroller with all documentation necessary In order to enable the Comptroller to fulfill duties.

13.6 The Executive shall submit to the Comptroller not later than three months prior to the next scheduled Congress all documents with respect to the Union's financial situation, covering the period beginning six months before the last Congress until six months before the next Congress. This shall include a report on all income and expenditure of the Union during that period, and balance sheets of assets and liabilities.

13.7 The Comptroller shall be independent of the Institutions and bodies inspected, and be responsible only to the Congress.

13.8 The Executive may call upon the Comptroller to conduct special investigations or prepare extraordinary reports on financial matters, which fall within the sphere of the Comptrollers duties as detailed In section 13.4 above.

13.9 The Comptroller cannot be elected as a delegate to the Congress and cannot be a member of the Executive or on the executive of any Ordinary Member Organization or National Member Organization.

13.10 The Comptroller shall be an observer at all Executive meetings.

 

 

14. The Administrative Director

14.1 The Administrative Director shall be a professional appointment approved by the Executive.

14.2 The Administrative Director's duties include:

14.2.1 Responsibly administering the Union under the direction of the Executive.

14.2.2 Ensuring that accurate financial records of all the Unions' activities are maintained by the Bookkeeper and are reviewed by en external Auditor in accordance with the relevant law.

14.2.3 Assisting In fundraising.

14.2.4 All other duties, the Executive sees fit to delegate to the Administrative Director, other than duties that can only be performed by elected officers in accordance with this Constitution.

14.3 The Administrative Director is accountable to the Executive and shall be required to present a report to Congress on his or her duties.

14.4 Co-signing cheques together with the Chairperson, unless expressly stipulated otherwise by the Congress.

 

 

15. Other Officers

15.1 For specific projects, the Executive, In accordance with criteria established by Congress, may appoint Project Coordinators to coordinate and supervise specific projects. Project Coordinators shall work under the direction of the Chairperson and their appointment must be ratified by the Executive.

15.2 Each Project Coordinator shall present a report at Executive Meetings and at Congress.

 

16. Removal or Replacement of an Officer

16.1 The Executive may call a vote of no confidence in any Officer of the Union. If the vote of no confidence in an officer is passed by a 2/3 majority the Officer shall be immediately removed from office and shall not be allowed to stand for any position of the Union in the future.

16.2 In the event that the Chairperson or Comptroller is removed from, or is forced to resign or vacate his or her office for whatever reason, a new Chairperson or Comptroller, as the case may be, shall be appointed in accordance with section 11.6 above.

 

 

17. Other Professional Appointments

17.1 A Bookkeeper and any other professional appointments shall be employed by the Chairperson subject to approval by the Executive.

 

 

18. Meetings of the World Executive

18.1 Shall be held at least twice a year.

18.2 Shall be convened specially upon request by the Chairperson or by at least three Primary Executive Members.

18.3 At least four weeks notice of all meetings must be given.

18.4 Four Primary Executive Members present at any Executive meetings constitutes a quorum.

18.5 By a simple majority decision of the Primary Executive Members, any National Member Organization or Ordinary Member Organization may be invited to sit at the Executive with Observer status.

 

 

19. Finance and Budget

19.1 The financial year of the Union shall be from January 1st to December 31st.

19.2. An annual detailed budget for the Union shall be submitted by the Chairperson to the Executive for approval no later than one month before the beginning of the financial year.

19.3 Expenditures not provided for in the approved budget must be approved by the Executive.

19.4 Any allocation of Union money to any other organization or any expenditure to be incurred by the Union shall be limited to the pursuit of aims and/or activities consistent with the Aims of the Union.

19.5 14 days prior to each Executive Meeting each Continental Union shall be responsible for submitting to the Executive a budget report outlining their expenditure over the last year and their budgetary commitments for the following year. This must include details of specific projects to which the Continental Union intends to direct their Union budgetary allocation. Failure by a Continental Union to submit this report shall result in no allocation being forwarded to that Continental Union unless there are extraordinary circumstances to justify the allocation.

19.6 The Executive is empowered to establish separate accounts for each Project of the Union in accordance with the approved budget of each Project.

19.7 Progress reports on all accounts will be circulated to the Executive twice a year.

19.8 The accounts of the Union shall be audited annually by a recognized chartered accountant. The audit shall comprise of a statement of assets and liabilities and an income and expenditure statement.

 

 

20. Ad Hoc Committees
20.1 The Executive shall, if deemed necessary, establish an Ad Hoc Committee on matters of pressing importance.

20.2 The Ad Hoc Committee shall strive to be constituted by Israeli-based representatives from Continental Unions.

20.3 The Ad Hoc Committee shall present its findings to the Executive at the earliest available opportunity.

 

 

21. Arbitration

21.1 A tribunal will be convened in any matter of dispute in the Executive and by vote of the Executive.

21.2 Once the Executive has decided to convene the Tribunal, the parties to the dispute shall not be entitled to resolve the matter in any other forum before the Tribunal has reached a decision.

21.3 The Tribunal shall consist of three people.

21.3.1 One is selected by each side of the dispute.

21.3.2 The third is selected by the other two chosen.

21.3.3 In disputes concerning interpretation of this Constitution, the third party must have a legal qualification.

21.3.4 If either party in the dispute falls to nominate a member, the Executive by 2/3 majority vote may nominate the second member.

21.4 The Chairperson, Primary and General Executive Members, Comptroller and Union staff are not eligible to serve on the Tribunal.

21.5 The Tribunal must be convened within 30 days of being called upon to act.

21.6 The decisions, orders or sanctions of the Tribunal shall be binding.

21.7 The Tribunal shall set its own procedures.

 

 

22. Procedural Rules

22.1 In the absence of any provision in this Constitution to the contrary, the quorum for any meeting of any organ of the Union shall be a simple majority of all those entitled to vote at the meeting, and are present.

22.2 The quorum for Congress must be no less than half of the National Member Organizations of the Union and no less then a simple majority of delegate votes.

22.3 In determining whether or not sufficient delegate votes have been cast to constitute the specified majority, the vote of the Chairperson shall be excluded.

 



 

23. Constitutional Amendments

23.1 No new constitutional clause shall be made nor any existing clause amended except by the resolution of Congress. Amendments require 2/3 majority vote in favour.

23.2 In the case of any conflict of language, the English version shall prevail.

23.3 Constitutional amendments under consideration shall be circulated 30 days prior to a Congress.

 

 

24. Succession

If the Union terminates its existence or is disbanded for any reason and remains so for a period of at least two years, then any cash and assets or the Union shall be donated by the Comptroller to an entity whose aims and activities are similar to those of the Union.

 

 

25. Sister Organizations

The Union may enter into relations end reach agreements with other organizations whose aims and activities are compatible with those of the Union provided that such relations or agreements will not result in the independence of the Union being compromised or prejudiced.

 

 

26. Local Representation

National Member Organizations may be requested by the Chairperson to represent the Union at international or National forums in the relevant country.
